Finely chop the onion, tomato, and garlic separately. Slice the pepper into rings.
Peel the potatoes, cut them into slices, and place them in a separate bowl with water.
Heat a pot on the stove, add the olive oil, and sauté the onion well.
Once the onion is golden, add the garlic and sauté for a little longer.
Add the tomato and mix well.
Add the spice blend, bay leaves, pepper, and oregano, then mix everything.
Pour in the wine and let it simmer for 3 minutes.
Add water and the potatoes, season with salt, and let it cook.
When the potatoes are almost cooked, place the tuna on top and let it simmer on low heat for 10 minutes.
Finally, sprinkle with chopped parsley, remove from heat, and let it rest for a while to enhance the flavors.
